Well, if you insist! The Bill establishes a panel (3a) to administer the the financing and planning of the government's "cybersecurity" program (3c, 5) followed by section after section of people getting tons of cash for security research, including a full ride scholarship plus a stipend for people seeking accreditation in the field, provided they agree to work with the Federal IT people for as long as they received scholarship money (12; 12b[1-2]), not to mention the establishment of competitions with cash prizes (!!!) (13). Quite the slush fund so far!
Then, buried in section 18, you get this: "[the President] (2) may declare a cybersecurity emergency and order the limitation or shutdown of Internet traffic to and from any compromised Federal Government or United States critical infrastructure information system or network" which, as section 23 helpfully points out, "[includes] (B) State, local, and nongovernmental information systems and networks in the United States designated by the President as critical infrastructure information systems and networks." Hey, if we put those two sentences together, it starts to sounds like:
the President may order the limitation or shutdown of Internet traffic to and from any compromised State, local, and nongovernmental information systems and networks in the US designated by the President
I think Joe says it best: "Right now, China can disconnect parts of its Internet in case of war. We need to have that too."
