(1) Make shrines not worthless
(2) Put some kind of limit on the number of poll submissions
However, I vastly overestimated the number of shrines in the system, since although there's an incredible number of them they all belong to only a handful of people, almost all of who can add polls on their own anyway. So that didn't work out too well. Hence I lowered the price of a suggestion to 2 shrines, so theoretically you can add one poll a day. (As if anyone would do this.)
Also, I sent you 90 shrines.
