I'd argue that out of all of them, Janeway was the better captain simply due to the fact of her situation... She still managed to follow Starfleet protocalls even though they were thousands of lightyears from home. Honoring most of what Starfleet stood for.
It would have been so easy to say fuck it, lets get home at any cost. Just like the crew of the Equinox did. But she didn't.
