I generally do that if the sentence ends 'in the quotes' such as dialogue in a story, otherwise, no.

I didn't realize it was a regional thing. Actually, I was hoping someone would point that out.

Now I wonder if people read my stories and such in a British accent...

I refer to this sentence from your submission: Perhaps, the websites that are 'free and open', aren't as free as previously thought.

I didn't realize it was a regional thing.

It is and isn't. I do it as well despite speaking (Pacific Northwestern) American English. In the US, though, the prevailing style is for punctuation to go within quotation marks, and domestic publishing houses have all largely adopted it.

He means that the punctuation will go inside the quote if the sentence ends "like this."
But if the quotation is in the middle of sentence "like this", he puts the punctuation on the outside of the quotes.
