Not necessarily. Let's say you fertilize Suicune in this manner. Assuming the guy you got the sperm from had fluffy green hair - perfectly plausible in the realm of anime - the baby would turn out the same, especially given that, in Pokemon, the female provides the species. If Suicune is male in that cartoon, the cartoon is incorrect, as the baby would have been human.
