What's the degree of localization on Crayon Shin-chan?

Because yesterday's episode the weather map clearly showed that they lived in Japan.

But in tonight's episode they acted like all the kids were American except for Shin-chan who seemed to be a Japanese exchange student.

Is it localization? An inconsistancy in the dub? Or is it just meant to be confusing o.o

The only episode of that show that I've seen involved them preparing to wrestle a hurricane, so I'm guessing you probably shouldn't take any of it seriously.
