My pops, who is running for highway commissioner or somesuch, has been given an enormous volume of literature purporting to "explain" the law. On page two we get this zinger:
"Independent expenditure" means any expenditure by a person for a communication expressly advocating the election, passage or defeat of a clearly identified candidate or measure that is not made with the cooperation or with the prior consent of, or in consultation with, or at the consent of, or in consultation with, or at the request of a suggestion of, a candidate or any agent or authorized committee of the candidate or political committee supporting or opposing a measure.
Now it's clear, after reading it carefully, that what is meant is that an IE is money given to the political support of a candidate from some outside source. Yet it would take Algernon to navigate that maze of hideous language. It's hard to believe the person who wrote this is fluent in English; assign any ESL student the task of putting this concept into clear language and all but the most middling of students would churn out a more comprehensible pile of words.

You'd expect this sort of convolution in the law itself, but in a document explaining the law? That's a new low.
